Tax class V replaces tax class IV for one of the spouses/life partners if the other spouse/life partner is placed in tax class III at the request of both spouses/life partners.
A change from tax class combination III/V to IV/IV is also possible at the request of only one spouse/life partner, so that both are placed in tax class IV/IV.
