Property Tax Reform

Information on the property tax reform

1. Declaration submission via ELSTER
2. Issuance of forms only in cases of hardship after making an appointment

On March 30, 2022, the Ministry of Finance publicly invited Baden-Württemberg to submit a declaration establishing the real property tax value as of January 1, 2022 for real property and for agricultural and forestry enterprises.

These declarations of assessment must be submitted electronically to the tax authorities by October 31, 2022 at the latest (e.g. via My Elster; cf. www. elster.de).

Step-by-step instructions for submitting the declarations with ELSTER can be found here.

In justified individual cases, so-called hardship cases, the assessment return can also be submitted in paper form. The tax office has forms available for taxpayers who fall under the hardship rule. An appointment must be made at the tax office Ravensburg for the issuance of the preprinted forms.

It is possible to make an appointment 24 hours a day via the appointment system . After entering the mandatory data, the request "Property tax reform" must be selected on the next page. Alternatively, appointments can also be made by calling 0751/403-717 (available: Mon. to Fri. 8.00-12.00 and Mon. to Thu. 13.00-15.30).

Please bring your ID card and the information letter sent to you to the appointment. In the case of residential property or part ownership, it is helpful if the declaration of partition or the contract of sale is brought along.

Based on the determination of the tax office, the municipality calculates the new property tax, which will be levied from the year 2025. Until then, the property tax is to be paid according to the old legal situation.
